Sure, don't think there's a program as convenient as hldj/hlss yet though. A combination of Virtual Audio Cable and Foobar2000 should do.
NS2 is a completly different technology than Half life. So for the moment: No Something else you could use to accomplish the same result is "virtual audio cable". This utility is able to forward everything you hear back to your microphone which then can be used ingame for audio input in the voice system.
And furthermore: I hate the idea and concept of such a mod. But thats my opinion and my opinion should not stop you from using it and should not stop you from getting muted from me.

Do not make a HLLS in ns2
one of the reasons I stopped playing ns1 was the constant hlls spam.

It sucks that server admins need to lay down the banhammer to these idiots.
Did you ever try to Stereo Mix on a standard Windows 7? I think M$ removed this Feature since Windows Vista. In Windows XP this was no problem but for some reason they decided to remove it from the standard windows functionality.
Some Audio Driver include a third party Stereo Mix functionality though. Realtek drivers should allow you to use it for instance. Google it to get an idea on how to use it. Hopefully its to painful :)
well, a program like HLSS can switch between "stereo mix" and just using the mic normally. and on ns1 servers that had all talk, and were more casual, the most entertaining and hilarious times ive had in ns1 were aided by HLSS. done properly with lowered audio levels and short sound clips of course. or like others have said, rave music in the rave room :P
This might be a fine idea, if everyone playing was considerate, and had the same taste in music. But I have seen people that insist they have every right to say and play whatever they like.

I wouldn't want it anyway because you will just keep on getting anoyying people spamming sounds and being very anoyying but all the while they will think its cool, when its not!
