As it stands, NS2 does not run well on normal server hardware. There is noone who will provide you with a proper NS2 server in Europe. The only thing you can do is buy the hardware yourself and move it into a data center somewhere.
The hardware required to run a 16 slot NS2 server currently are: A Sandy Bridge i5 or i7 (2x00K) clocked past 4GHz (4.4GHz should be possible on all of them; Ivy Bridge runs hotter, so Sandy is preferred). 2-3GB of RAM per server you want to run. You can run up to three servers on a quad core processor, since the server mostly only utilizes one core.
Bandwidth: ~500GB per month per server. (assuming about 50% usage) ~2Mbit/s upload per server. ~1Mbit/s download per server. try contacting SR.Lance, I think he has some servers available for renting, all decent 4.5Ghz i5 series as well.
