Steps to try: 1) Update GFX drivers 2) Set driver manually for NS2.exe to disable AA etc. 3) Verify Game Cache on Steam 4) Delete & Redownload NS2 from Steam.
Also, just plain text in a forum post doesnt help much. Try and provide more information, like say a screenshot, your log.txt for NS2 and also your system specs. This will let us help you more.
Do you have the same problem on. The startscreen with the marine? If yes it is ,like Obraxis already said, AntiAliasing. Disable AA in your Nvidia/Radeon controlpannel (or set it to defined by program). Or use Nhancer/Radeonpro to setup whole startparameters and tweeks for NS2.
If everything Obraxis wrote did not work pls post your CPU, GPU and OS spec pls.
Edit: BTW AA will be included in build 188 so we have a comon problem beeing atofixed. Thx Max

Its a change of 30s so you can play. Build 188 can come out tomorow or in a month. So rater change the AA options and enjoy NS2 now than waiting (eventually) several weeks.

Go into your graphics driver settings (usually right click on desktop, then properties) and create a profile for NS2.exe to not use Anti-Aliasing --> set that part to application preference

Good now you've found the control panel, you can disable AA and tell us if it works better! If you don't know where to disable AA, click on the different panels and look for it.
When you take a screenshot with F12 and you end NS2, steam asks to upload the screenshots. Do it and the open the screenshot. Right klick on it and choose show picture. In the browser window you see now a URL (that http:// thing). Copy that URL. If you write a post there is a picture icon above. Klick on it and enter the image url. That is the easiest way if you use steam.
In windows just press the print key on yor key board and open pain. Right klick on the empty chart and choose paste. Save the screenshot as a .jpg the go to a imagehoster (f.e. Imageshack.us) and choose the saved screenshot to upload. You will recieve a generated URL for your uploaded picture. Then do the same as mentioned above.
