I don't have it but maybe you should verify the integrity of you game cache (right-click in natural selection 2 -->properties-->local files)
Or Maybe you can get around this problem by starting NS2.exe (in C:\Program Files (x86)\Steam\steamapps\common\natural selection 2) directly instead of letting Steam do it.
Maybe you have to check your task manager if NS2.exe is still running in the background but doesn't appear on screen and kill it.
I'd like to see an NS2-based checksum program that runs at least the first time after a new version is updated. If it sees the game files are out of sync and warns the user to reinstall ns2 if necessary.
P.S. This assumes the executable itself didn't mess up, but that is only a small part of the download.

afaik that's exactly what steams built-in "verify integrity of game cache" is doing. The complete reinstall wouldn't have been necessary if some file was corrupted.
