He does have a partner to handle the design part of their company. I'm not against doing random art things for people on forums but esuna does have a point that it would be silly if their company logo wasn't something they've designed themselves. That being said, I don't really like the logo, it's too busy and the font/type being used feels too heavy. Here's what I would do.

It's not balanced either. The S is too far away from the A. And the exclamation mark is too far from the Y. The whole 'I Say!' looks disjointed. Don't take this the wrong way though. It's a nice logo

Also I think the black/white colour scheme works better with the tophat and monocle theme. You can't really take it any further because you'd risk encroaching on Monopoly-man territory.
What I don't like about it is the "I". Some ideas:
- Any way to make the S into a moustache/mouth and still be legible as an S?
- Would it work at all having the I a bit bigger and rotate the 'Say' text 90 degrees to make it fit into a square/oblong shape and be a little more playful on the eye? This way the logo could imply you look at challenges from different angles to get a better result than the competition.
- Could it work if you made the "I" miniscule ("i") and a different colour/tone and placed it right in front of the Say (like iMac)?

Yeah I saw that, but I didn't see any sound reason for not doing it like that. Tying into the iMac brand, even if not by direct association and only by subtle inference, could exploit the positive qualities of that brand and apply them to your own in the eyes of a first-time customer. Apple is generally considered cool, well-designed, unique, etc. All of these are qualities that you might want for your website, so if there are allusions to them in the name, I say why not go for it (left that pun in as soon as I noticed it!).

That looks great. I think it should say Web Development or Web Design rather than A Web Company, but the I Say part looks awesome.
The "web design" part of the wording really needs to stay part of the actual name to feel right, not a side-note explaining the name. Gotta imagine an old English gentleman saying "I say! Web design!", such as if he had seen the design work done and felt like exclaiming the grandeur and magnificence of it in a manner along the meaning of "Now that's what web design is!"

I was disagreeing about the side-note thing. I think it looks fine with the non-isay part in a smaller font to the right of it (and without an exclamation mark).
