Well, if the game element changes requirements for the back-end that is a different story.
What I had in mind when I wrote that is this:
Writing a voxel engine requires more effort than implementing digging mechanics afterwards. -
I'd love to be able to craft polarized goggles. When being outside the water it would it make much easier to look down.
Maybe not worth the effort as players wont be spending much time out of the water. Just thought I should mention it h… -
Setting up the technology in the background is the hard work. If that is done great, adding* game elements is comparably fast.
* adding - not designing, fine tuning, etc -

How about just considering current point in time and making changes to fish momentum based on that? I.e. overall goal (direction) and checking for collisions (predicting location of objects nearby)?

Recommendation: Aggregate the rankings by server and store these. The visible ranking is then the aggregation of the server aggregations (you can update this aggregation every X minutes). This way when a server gets blacklisted, you don't have to er…
