Each Steam cache file only contains the content specific to that game, not everything.
For example, TFC. It has its own cache file, but it can look in the Half-Life cache file for any assets it might be missing but references anyway, like textures.
If you try and delete Half-Life content in Steam, it complains about TFC, DMC, Ricochet, and OP4 also using HL content.
I'm not sure about Counter Strike and DoD with re-using HL resources.
