All those effects have been off for some time the game needs maintenance a game this big should need constant maintenance. That is what updates are for.
The blurry graphics is from the Depth of Field setting.
As a fellow scuba diver unless you are diving in murky water or water with lots of algae or minuscule aquatic life then the clarity of what you see is actually really clear. The naming they use for this is misleading as it has nothing to do with true depth of field. In photography depth of field has to do with focal point, the point of focus will always be in focus while the surrounding area will be out of focus, bokeh, to a varying amount based on your focal setting.
Do yourself a favour and disable (uncheck) the Depth of Field setting. A bonus is that you will instantly get beautiful memorable screenshots instead of garbage ones that are full of disappointment and regret.
