  The wiki says they created it, but how trustworthy the wiki is, is up for debate.
  
  I don't know if any of the devs have addressed this. Seems like if it isn't answered in the game's story, then it will be answered post v1.0

  I remember reading that they originally created it as a bioweapon but then lost control, so they brought it to the planet to study it and find a cure. Meaning a large chunk of the Precursors were probably already wiped out by the virus, and their operations on the planet were a desperate, last ditch attempt to save their soon-to-be-extinct race.
  
  And of course the Sea Dragon ruins everything.
