Locked 24fps?

This UI sort of hurts my brain, I can't find a tech problems forum, if one exists could you please move my post there?
Onto the post:
TL:DR I don't like cinematic console mode, help meh.
I have been playing this game for about 20 hours off and on over the last week and I was getting around 90fps. BEFORE NOT AFTER the new update hit the game started acting a little weird, textures were taking a long time to change from what I assume were the sprites, the game would freeze for several seconds randomly (happens everywhere, in the shallows, and 600+ meter below), and I experienced two hard crashes.
I booted up this morning and immediately felt sick, fraps confirms my ailment, i'm in some magic cinematic 24fps locked console bs. I've went through all of the in game graphics options, searched for a settings folder to violently delete in my documents folder (can't find one), and have reinstalled the game twice. I would love to continue playing this game but its just to choppy, and I have no idea why.
Oh btw its the game, not my PC being shit, its not the highest end PC you could build, but it is up there.
PC SPECS:
Windows 10 64bit
i7 5820k @ 4.5GHz
16gb 3000MHz
GTX 1080 FE @ 2125MHz
Whole system is on a water loop with two 480 rads, it quite literally cannot overheat and start clocking down or anything.

Can anyone who has above 30 FPS confirm whether they still have > 30?
Yes. I'm getting an average of 70 fps on my laptop with Subnautica (same with Elite Dangerous Horizons).
x99 doesn't have an iGPU, and i'm also not running any type of laptop. Full desktop with a GTX1080 and i'm locked to 24fps.
All core i-processors have an iGPU. They usually get disabled by the motherboard if an actual GPU is present, however.

Are you using a G-sync monitor?
Id try starting a new slot and seeing if your issue is persistent to your save or installation/system in general. If even a new game is locked run a verification on installation. Problem could be caused by corrupted cell files which the game keeps in like 3 separate places for each cell... and in your save too. Just to have enough copies. May want to just backup your save and reinstall the game if all else fails.
