[BUG] Game unplayable AT ALL - cannot even reach menu!

After a couple of succesful sessions with the game I cannot play at ALL all of a sudden - after launching, the maximized game "window" is just a tiny bar, as if the resolution was set to a single line of pixels.
Usually it stops responding seconds after loading, sometimes I can hear the main menu music just fine, albeit nothing is really happening.
I have tried the following:
- Verifying integrity of game cache
- Resetting the game, Steam, and my PC
- Reinstalling the game on Steam completely, including wiping save files - did not help
- Launching the experimental beta version - did not help, same issue
- Setting -force-d3d9 in launch options: this just nets me another error immediately after launch:
"Couldn't switch to requested monitor resolution.
Switching to resolution 154x0 failed, trying lower one
All resolution switches have failed
Screen: could not switch resolution (154x0 fs=0 hz=0)"
- Setting -w 1920 -h 1080 in launch options to force the resolution of the game to something else (the above error hints that it switches its resolution to 154x0, if so why does this setting persist after a full reinstall?)
If it helps, I was playing on windowed mode before this started happening (solely because I wanted the game to effectively load in the background while it's minimized...), and recently installed newest AMD drivers (game worked fine earlier today when I played on them).

everyone has tried that that was the first thing the devs said, however the last post before yours about the dev9 command i dont think andyone has done, only think left past that is a factory reset of the computer in question
