  Some recipes were removed, most items now need to be scanned before you can build them. As for lithium ion batteries you need the modification station.
  
  Example for things you were able to build before but aren't able to right at the start is the multipurpose room. You need to scan that first in order to be able to build it.

  part of the games development process. This isn't the first time the devs have removed an item from the game only to add it back later on.
