Fragments and blueprint issues can be worked around by using the console commands (LB + RB + A) and then typing in what you need, so if let's say a blueprint isn't unlocking, you type blueprint moonpoolblueprint (I'm using moonpool as an example) and it should allow you to build it. This can also spawn in ores if they don't when you break the rocks. What I do if something like this happens, is I go out and make sure I hit a stone, and if the item pops out but I can't pick it up, I just use the dev console to add one in my inventory, so it's not just me sitting there cheating, but the game is completely playable this way.

As far as the framerate goes that's just going to come over time, games in this unfinished state are going to take some time to get that up to a better level. Ark (another game preview) was atrocious when I first got it, but improvements came with time.
The devs are reading posts and responding, they know about the issues we're all having. They don't respond to every post about it because that would require someone to stop working on fixes, to just sit here all day and respond to the same issues repeatedly.
This topic here has a lot of the issues organized, and adds to it when needed, and a dev has responded in it. I would recommend checking it out and seeing if you're facing an issue not mentioned and post there.
