Did you follow Obby's Nuke From Orbit guide?
@IronHorse can you take a look at this?
Also please delete %appdata%/Natural Selection 2/Workshop and open /Steam/userdata/<steamid>/4920/remote/options.xml with a text editor to make sure the <mods></mods> field looks like this:
This might help.
How does your steam interface look so cool!?

You were also instructed to attempt using the latest Nvidia driver hotfix as your version is known to have issues, but you did not report back?
Could you provide a new techsupport.zip file now that you are able to pub again? Need to ensure you've properly deactivated your mods.
Yes because a corrupted remote config is one of the only issues the full nuke guide does not cover and you still have one mod enabled in yours.
From your log:
Mounting mod '' from C:/Users/andrew/AppData/Roaming/Natural Selection 2/Workshop/mbc997bd_1387047356/
Please deactivate your mods through the Mod menu in NS2.
Then quit and unsubscribe from any mods through Steam Workshop.
Then Delete your hidden Workshop folder.
Then Ensure you do not have any mods active in your options.xml file.
From your <steam>/userdata/30117246/4920/remote/options.xml :
So you still have that one mod enabled.
Also the servers you mentioned you can download mods from are using workshop backup servers. There seems to be an issue with the steam workshop in your region.
It would probably help if you just made a batch file that runs the full nuke for users, including this fun part in the options.xml
ahh I'm gonna see that one getting pushed on me...
edit: I'll think about it... very busy afk for a couple days tho
