Why not make this awesome mod classic game mode?
I would but i am technically handicapped.
Rules:
-Combat is the basis
-Longer maps then co. maps preferable (more walking, normals NSmaps seem a good option)
-only gorges and oni can pick up the flag on aliens and then move slower then normal.
-Marines cant jet pack when carrying a flag and move slower, same as aliens.
-hive and cc are unkillable
-15 min game time, after 7.30 the teams switch race. Boom! Balance fixed!

I guess aliens are better in getting to the flag, marines are better in getting a flag back to base?
Meaning what you wrote down is highly insufficient.
Even if it was Alien vs Alien with gorge-only flag-carrier it would be interesting.
But asymmetric-ly, I feel it would need to be something like ARCs/MACs can carry the flag for marines (adds even more to the asymmetry); this would make the welding mechanic an important while interesting point to do to support the carrier. A bit like "push the cart" in TF2 [payload]; but against aliens omg another concept lol :$.
