Argh! Why can't I start up NS2??

This patch has broken the game even more. Reinstalling or verifying cache of the game does not work at all. So I ran the game from the NS2 folder. The message says:

The program can't start because D3DCOMPILER_43.dll is missing from your computer. Try reinstalling the program to fix this problem.

I looked at a similar problem to this, but does not seem to help, or I maybe overlooking a common problem. I have windows 7 64-bit operating system. Could it be an OS problem?

Reinstall DirectX9 from here: http://www.microsoft.com/en-gb/download/details.aspx?id=35

And try running NS2 again.

Just a random guess, but try to download the latest DirectX?
