Mouse movement cause FPS drop to single digits

When in game I get FPS over 100. When I move around using the WASD keys there is no FPS drop. However when ever I move my mouse, either lobby or in game, the FPS drops to single digits.
I have un-installed and updated the drivers for my graphics card. I have done the same for my mouse as well as try a new mouse. None of this improved the problem. Some else posted they had the same problem and they fixed it by switching from Windows 8.1 beta to 8.0 but I am using windows 7. here is the link to the other post: forums.unknownworlds.com/discussion/comment/2133880#Comment_2133880
Suggestions?

A) Ensured no overlays are active in the background from any virus scanners or CPU tweaks etc
Ensured your mouse polling rate is no more than 250
C) Disabled raw input in the game options
If so, would you mind taking a screenshot (f12 key) of profiler running, while you are moving the mouse. (you should notice a notable change in the profiler if its dropping to single digit fps)
edit: also i noticed you have "multithreaded" option disabled in the graphics options. please enable that and try.
But I do believe it was after a Windows 8 update of some kind. I would check that out
I dont see multithreaded as an option in the game graphics.
I have tried the other suggestions without success.
And I'm on windows 7
Dont know why noone else answered you but you have to select ("use the bracket keys: [ and ] to go forward or backward one frame at a time.") one of these spikes in the profiler (one of these tall bars at the button)
@BritBoy21 Can we help you with something?
I tried those suggestions and still have the same problem
I could also be going senile in my old age.
IF that doesn't fix it (it has for others with this symptom) :
You said you tried the other suggestions but you actually didnt confirm the polling rate, right?
to check your mouse polling rate use this.
to change it, its typically in your mouse software (setpoint, if you use logitech) or see here.
You dont need more than 250 for polling rate.
Still trying to find the most current drivers for either mouse I have
I cannot find this info in your dxdiag.
That "Window::ProcessMessages" is a low level Windows function according to a dev.
the other forum posts that have these symptoms fixed it by uninstalling the driver and reinstalling the latest.
Can you do this please?
Also ensure no "Advanced system care" or any other AV program is installed, or anything with an overlay. (mumble, msi afterburner etc)
Mouse is the stock one that came with my IBUYPOWER computer:

Those serial numbers you provided yield no google results, or any ibuypower searches.
Does it say logitech anywhere? looking for a manufacturer name.
Need to find out what mouse it is to get the right drivers, instead of the windows drivers you are using.
