Competetive play vs PUB play

Im sure this has been brought up before, but why can we have two different types of builds? One build for Competitive Play and one for Pub play.
I know build 245 nerfed the shit out of marines to make the 6v6 competitive play even, but what about Pubs? I think they got the short end of the stick. Could servers have the option to revert back to build 244 for PUB play when win rate for Aliens and Marines were pretty much 50/50? I believe now that Aliens have a much greater advantage in PUB play.
Am i alone on this and crazy or does the community agree?

Also I don't think UWE would have the resources or even energy, to support two versions of what is basically the same game.
The balance mod is doing a great job at this i feel (just from looking at the patch notes and feedback). The alternate alien tech system, alternate alien spawn system, changes to Exo, and improved movement code seem like they will go a long way towards balancing the game for both comp and pub players.
Pretty much, once the game mechanics work with any number of player (12-24 player servers) the issue of pub vs. comp will be less noticeable imo
