Obligatory "Please post computer specs" and "Have you updated your video drivers?" post.

The game does have three screen options though in the Graphics tab in the Options menu (Windowed, Fullscreen, Fullscreen Windowed)

Does the game still create this: %appdata%\natural selection 2\options.xml
If so you might be able to change some settings there, or possibly in the steamapps\common\natural selection 2\ folder

Not at home so can't check right now

What is your Graphics card? NS2 requires an AMD Radeon/Nvidia GeForce of medium speed levels to play NS2. NS2 is not supported with onbord Graphics.

You can play NS2 on the Ivy Bridge integrated GPUs. It may not be great performance, but it plays.

I believe it will be far far far from great performance.

Maybe it will work if you use fullscreen. Just set up the TV as primary monitor first, then open NS. If that doesn't work then maybe NS doesn't like the FPS limit (although i think thats just handled by vid card) could try setting resolution to 720p?. Maybe it doesn't like dual monitors could set the TV as monitor and disable regular screen then run NS.

Maybe the resolution you chose for NS2 is not supported by your TV? Most newer TVs can't handle some smaller resolutions. Starting it windowed should work around this problem until you got the right resolution. Does anybody remember how the parameter was to start the game windowed. He seem to have this problem before he can see the option menu.

^^^^ Check one of these, i'm not at home myself so I can't check for you, but you most likely need to adjust the default vid resolution to one your TV supports natively, either 1280x720 -OR- 1920x1080. One of those files should have the settings you need to adjust embedded in it somewhere.
