Using the same scale on Google Maps, London is larger.
The data you have only pertains to "inner London". I've outlined the size of both including larger regions to both cities. London is vastly larger as an area which is kept inside one ring road. Tokyo, is kept inside a semi-ring road and also includes both sides of the bay.
Edit: I don't know why Tokyo is completely off centre on the map, as it seems to be closer to Kawasaki, Kanagawa than it is to the main body of Tokyo. That's google maps for you.
You are basing the size of cities on the location of ring roads?
A lot of the land inside of the road you highlighted around London is suburbs while there much more densely 'city' stretching outside of Tokyo's ring road.

Game informer recently spilled the beans and revealed a bunch of GTA 5 info from their december edition, as well as news of another upcoming trailer by Rockstar coming soon.
GTA 5 will feature 3 different protagonists, each with their own unique story lines that are intertwined with each other.

It'd be hard to make a compelling GTA game where you spend all your time commuting from home to work and occasionally going bowling with YAR CAHSEEN RAHMAN.
I had no interest whatsoever in playing as Nico or Gangstadude from GTA 4 or san andreas. I cannot embody a character who I hate at a basic level for being a worthless human being.

The core concept of GTA is being a ruthless criminal. There's no way to make that type of character sympathetic. Niko was the closest they managed and he's a psychopath.
I dunno, it'd be interesting to play an ordinary person who gets caught up in something unfortunate. Like getting framed, or even having a relative/friend who gets you in trouble with their shady ways (your cousin skipped town so we're coming to collect from you! :P )
As for the core of GTA, i think saint's row knows better what the core of GTA was: the joy of chaos in a world that runs screaming from the havok you wreak :P GTA now? I don't even know what it's meant to be. It's so po-faced when it to some aspects, while at the same time having silly jokes everywhere based on playground level humour (oh, the ads are for piss water. hilarious. it said piss. giggle giggle ¬.¬ ) Don't get me wrong, when the comedy is among the character interactions (eeeeey, couuuuusin) then it can work but when it's just plastered all over the world as pun names for franchises and stuff it gets old fast, especially the 9th time you see it and believe me, if you explore you'll see it all a lot more than just a measly 9 times :P
It's also hard to really swallow the horrific disconnect between the character and what the player does (aka Nico going on about trying to clean up his act and whatnot when before the cutscenes he blabbers all this in, you just mowed down a crowd of pedestrians, jumped out the car and kicked the corpses about while firing your gun in the air)
I had fun in the first GTA just exploring the world and doing random stuff but these days they seem dead-set on cranking out some kind of disjointed story with unrelatable characters, while undermining it all with shallow attempts at humour plastered on the scenery around you. But that's all just my take on it :3

Brando's character ran up some stairs and shot one guy with a towel gun, then spent the rest of the films sitting in a chair telling other people to do stuff. It makes for decent cinema but it'd be a boring game.
Or, just play a crime orientated strategy game like Gangsters 2.

I was referring more to the protagonists all being a bunch of male ex-cons/gangbangers. They're not exactly lovable characters at the best of times :/

GTA5 isn't coming to PC, sadly.
