If you can fit a SSD drive in your budget for OS and apps I'd highly recommend it, your PC will feel generally more responsive and load times for OS and apps will improve a lot.
You can also <a href="http://www.topink.co.nz/products/k-kt_mz-7pc128b-ww.html?utm_source=pricespy&utm_medium=cpc&utm_campaign=pricespy" target="_blank">buy it </a>separately and plug it in.
The i5 2500K is a great great deal. 8Go Ram DDR3 is nice but take some good one like corsair, a bad ram is Worst than anything. Regarding the Video Card, I'm an Nvidia person. I've meet too much people encounter issues with the ATI driver support for FPS and games in general, Sure ATI card are better and cheaper but you don't have the great interface: Developer - Driver - Card (mine is a little 560GTX, doing a great job)
Moreover an SSD is a great deal now ! I've got one for my OS and Windows did not bother me anymore with latency, put you have to check some settings on your OS like defrag, etc. IF you've got a short budget you can trust Samsung, mine run perfectly fine. My computer start faster than my screen.

I'd shout NVIDIA FANBOY but you're quite right about the drivers, Nvidia overall has better drivers than AMD/ATI. That said, I have a 7950 and have had no issues with NS2 so far. Had a few with SC2 and a few drivers back but was a minor issue.
I've never had ATI driver problems since I switched to them starting with the 4850 (5770s and 6950 later). One thing to do is find a good version of the catalyst driver and stick to it.
In my experience, Nvidia cards tend to die (7850, 7950, 8800 GT, 9600 GT all have died on me.. could just be that EVGA is ######)
If I were to build a new comp now it would be:
Z77 chipset mobo w/ at least 8 phase power (such as the ASRock Extreme 3) i5-3570K 8 gb DDR3 1600 9-9-9-x AMD 7870 or 7950 depending on budget 650W PSU (preferably a Seasonic or Delta OEM - Antec is reliable here) Samsung, Intel, or Crucial SSD (120gb minimum)
