I have an i7 2600, 8gb with GTX 550 Ti. Should I upgrade my video card to get higher FPS? Is there a "demo" or tester version of NS2 that I could download to see if the game will run smooth?

your processor's default frequency is 3.4 Ghz, which is pretty great for NS2 (is best at 4.00 Ghz or even 4.5)
The rendering side of things in NS2 is quite efficient actually (if you leave Ambient occlusion off) so your gfx card is fine.
Your game performance should be pretty ok. What resolution is your monitor and can you perhaps overclock your processor?
So I guess I will just wait until the game is fixed and more stable or until I buy a better CPU and a video card. Thank you.
No it won't. Read up on the subject if you are interested, if you properly test your overclock you should never exceed the manufacture's recommended operating temperature.
But yeah, with a stock cooler you will not be able to get anywhere near 4.5Ghz.
I've got a HD5870 and AMD 965 CPU - which are both slower than what you have, and I get 100fps in the ready room - average about 60 in game, which drops to about 30fps if it is a long long game and there is a million infestations and structures everywhere.

From patch to patch, things can get way better or way worse. They could hotfix something tomorrow that breaks performance on your system.
It's likely you'll get an "almost acceptable" framerate on those specs, and if you can afford that machine you can probably drop $35 to play the game...
If performance isn't quite where you want it, spend less than the cost of the game on a third party cpu cooler and overclock to ~4ghz. If that doesn't help, <i>wait</i>.

I have a GTX570 and AMD 965 with almost the same fps. Considering the fact, that the i7 has hyperthreading and turbo it should do pretty much the same or even better than the AMD CPUs.
Now, I'd still suggest one improvement! I know you said you didn't want to overclock, but here are my 2 euro-cents....
i7 2600k is ridiculously easy to overclock. Just install a new after-market cooler (I opted to get a Noctua NH-U9B SE2 for 50 euros) and tweak one setting in bios. I've got my CPU set at 4,5 ghz, which is 32% improvement to stock speed, and so far I've had no problems with it, heat or otherwise... Actually, the reason I chose the 2600 was for the overclocking headroom. Teh Internets is filled with good tutorials, and really, there is little to no effort in overclocking a 2600k ;)
I wouldn't worry too much about performance, it's very playable with your system specs, especially if you find servers with good performance. I mostly play in the EU, but even if I play in the USA, I have a fine and enjoyable games.

1024x768 (at 1680x1050 my avg fps drops about 12-15fps)
All graphics settings low / off.

I have the exact same GPU, CPU and RAM and average in the high 40s when a lot of actions is going on and usually hit at 60 early game.
