But they did fire it as a projectile. You can see the cop desperately trying to reload (and the wires connected to the cartridge falling down) after the guy just twitches his head around, just before deciding to take a swing. also wasn't that a hammer, not a crowbar?
Regarding the crowbar/hammer-dude vs. cop incident:
Keep a (rather) safe 25 meters. If he crosses 20 warning shot. If he crosses 15 release the dog. If he somehow magically manages to cross 10 despite the dog: 2 in the chest and 1 for the head. Firing a whole mag into some dudes chest at 5 meters is plain stupid, cause he might be wearing sk3 or sk4 body armor and actually shake it off quite easily.
