Because when I drop below 30FPS I walk/run slower and can't leap as far as normal. After restarting NS2 and getting my 70FPS back I could leap miles. Also if you have good FPS you can outrun your own teammembers (both have the same gun).
Test it out. Run the game on a listen server make it look awfull (800x600, r_mode unlit etc) and then push anything to the max (max resolution, high, r_atmospheric true etc), you will notice a difference in speed.

Does this have anything to do with grenades not shooting full distance when its stuttering,lagging a heap?
I don't see a problem with leap.. you just have to be looking up at an angle to get your height/distance. Looking forward makes a crappy leap, flicking your mouse up as you leap lets you jump across the room. Different look heights for different distances. I've gotten pretty good at it and I'm a noob... the only thing that stops me from closing the gap is an early/mid-air takedown from the marine while preparing to leap or leaping. It still never takes more than 2 leaps to reach him though. And it almost always only takes 1. To me it's a decent form of skilled movement.

I think it because the Server drops at very low ticks like 7 or lower. Not because of the FPS.

I played the game on almost all EU servers and my little Server, when I put it online, has stable 30 ticks.

Yeah I agree too with the mid air leap. If I see the link above, it seems the leap is quite good but if I play myself the leaping is alot harder then NS1 (wich I dont mind acctually, just a good reference). Skulks lost a bit of their speed because there is no Bhop anymore :p... So improving the leap quality and make it a bit "faster" it would be nice, skulks imo should be able to use their leap a bit more effective.
Altough I'm sure when you practice on leaping right now (wich I don't :p ) that it's fine.. But still i love fast movement, should be something like leapingbunnyhop thingy

The long leap in the video is caused by a bug where you are pulled towards a wall when flying over it, which accelerates the leap.

After restarting NS2 and getting my 70FPS back I could leap miles.
Also if you have good FPS you can outrun your own teammembers (both have the same gun).
