No thats no new map. Its the redesigned marinestart. The techpoint moved to the wall. The corridor the arc is shooting from is the one between ms and fpightcontrol.

In NS2HD's trailer it showed the ARC firing within line of sight, so maybe you cannot shoot through walls with it.
Apart from improved skulk bite there may be another improvement for aliens with 'crag hives' and 'whip hives'. From the video it seems that when you build a crag hive you get 3 crags next to the hive, and the same for whips. The crags and whips were really close together which wasn't possible to do in the current build.

Nope, those were placed by the alien comm. They were all on one side of the hive, because we were pushing from the other.

I dont understand the change for fade's blink though. Teleporting instantly was a great and new asset of the fade :/

I think vents are supposed to do that, you can actually get around the map pretty quickly, and consider that ARCs are probably going to be quite slow.
I don't know about marines being lopsided seeing as how the game played on summit the aliens won. It actually felt pretty good. The marines can get a pretty good push if they do it right and well but aliens can really make a mess of things if the marines are not keeping up with power nodes and properly placed phase gates.

Balanced or not. This Build is more about getting 'new' content in to the game. Yes, there is more content to come in Onos and Pustules. They need to get things operational and 'in game' before it can be tweaked. Even if it means 'breaking' game balance in place prior 178.

woa - I thought the point of a mobile siege unit was to get rid of the stationary through-wall-shooting siege weapon from NS1
edit: or does "shoots through walls" actually mean that the area of effect blast goes through walls? Like crag healing?
