Instead of only being able to vote the command OUT, why not vote them in to start with?
When the game starts the players withing top three vote levels have the usual dash for the CC.
ie if no-one votes at all then it's a free-for-all.
Just an idea off the top of my head, it's obvious there would need to be some way of making sure some second rate commanders like myself get in occasionally for variety.

If you could, in a short amount of time, decide who will be comm ,so all the confusion would be removed. Sometimes people agree on this in regular chat before the game starts, wich actually works, but making it more build into the game, would be nice.
Perhaps setting up in your options, if you would like to be considered as a commander. If so, you will be placed on the vote list. Everyone then get a list and vote for whoever they like. Would be fast, but im not sure that you would get the "right" comm, rather than just a random one, as you might just vote whoever, as you dont know any of the peoples comm skills anyways.
I have no idea how "2nd hand" comms would get a chance in the chair, as its such a vital part of the game. A bad comm almost always means defeat.

and just joined the game, there is no way in hell that I'll vote 'GET_2_DA_CHOPPA' as our commander - I have no idea who the hell he is.
Bad idea I say, and keep it as it is.
Nominate: you can select yourself or another player you want to com.
Vote: after nominate phase (15 secs) you get to vote out of the possible options.
You could also see the total win count for player as COM. As on many servers people hang around for a while over a several games you can normally get a feel for the other players on line. However, the vote out option should stay.
or the more votes someone has the closer they will spawn to the chair, then its up to them to get in or not.
If theres going to be some kind of stats, you can possibly see a players comm skill. But this leaves the possibility that its always the person with the highest skill that will be elected commander.
Perhaps its better just to leave the system as "first-to-the-chair" like in NS1.
dunno if this is relevant, but someone suggested a sort of 'executive commander' as a secondary commander - i'd like to see that at least <b>tried</b>. it could work for a master/apprentice or tutor/student thing for those that want to learn to command (and those patient enough to teach), and more people would get into (at least some aspects of) command.
I know with a certainty there are players in some servers, particularly OldF games, that I would 'nominate' to Command the upcoming match. Heck, sometimes I even got nominated when no one else wanted to Command.
The game needs to facilitate more expression of confidence in fellow players, rather than focusing just on non-confidence motions put forward. I see this as the further emphasis of the positive, rather than the negative.
I like what Harimau points out. If there was a system where it seems like there are players who are always getting nominated over others, have a Secondary Commander who is the apprentice / student would be pretty cool. If there was someone other players had confidence in, hopefully that would make a good Commander to learn the ropes from. Perhaps then, the Apprentice would get nominated then, with the confidence boost brought on by association with the previous Commander.
