Though the fonts are sprites, you'll notice they are grey, so they can be overrided with colour. yes, con_color "XXX XXX XXX" RGB respectively is the way to do this.
Wrong, it *does* affect the SAY and SAY_TEAM fonts as many people adjust con_color so that they can read in-game chat text. If you still don't believe me, try it.

I let NS make a new config so that it would reset to the default value for con_color (255 180 30) then I typed something out. Indeed, for NS text color is permanently in white no matter what RGB values are used.
con_color works properly for TFC, but no idea for CS 1.6.
