After a bit more then a year i am back in NS again.
Was setting up a server and while installing the latest patch, i saw a file Balance.txt
inside it i saw this:"

i dont know if this file is used or is compiled in the game, but if so, then it can be a bug since all other lines are numbers only.

As far as I gather, it's just a generated file of what all the balance settings are for the current ns.dll
basically being able to modify those values + admin abuse = terror. if these values were allowed to be changed, you wouldnt see a single ns server with standard values.

*NOTE TO SERVER ADMINS: Get a better connection/server hosting...this one sucks, so slow!

I don't think there is a Recloak value, just a cloaking value...or maybe they scrapped the idea and just didn't remove the entry for ease of reimplementation if necessary. Just a thought.
