You sit down with the framework code for an OS, web browser, word processor, or whatever and open source it, and you get (respectively) an OS, web broswer, word processor, etc.

You sit down with the framework code for a game and open source it, you could get an FPS, RTS, RPG, platformer, simulation, arcade shooter, beat-em-up, etc. etc. You look at a lot of the games and mods that have that sort of mish-mash of unstructured ideas, and how many of them are good (if they don't fold in development)?

If a team were assembled to function this way, any form of success could only come after establishing so much organization that it's not so much open source as just a regular (but bloated) team with really lax membership requirements.

I guess we'll have to agree to disagree [or even disagree on that, if you want to be mean]. I reckon that if you just organised enough to know what you needed and then put out a list with descriptions, you would basically say "we need a model of a pet chicken, a model of a chechnyan terrorist, a bald headmaster" etc, and the "code to determine blah blah blah" and people would do it in their own time and submit it. The team would just be organisational, which anybody can reasonably do, as opposed to modelling/skinning/coding/mapping which requires certain skills.
