I'd have assumed it's thought that the nanites produce a basic lump product which has to be "installed" in to the area's current power grid or requires activation sequences, security protocol's etc. This could be done with the marine's bare hands or simple tools they may have in their field-kits (unlike a welder which is for more advanced damage repairs).

Wouldn't the marines sort of be worried if the nanites are getting the synthetic production of weapons "bodged"?
