For CO, the only thing I see as absolutely neccisary is spawn immunity. Spawn camping is no fun.

And how would you implent it?
1 second wouldnt help. 2 seconds is enough for a skulk that needs to get close to a marine. 3 seconds is enough to kill a heavy armored marine.
There are some great plain vanilla servers listed here - good to see that.
Consider though that many servers have non-game altering plugins installed which would play just as well. I woul't bother to list them all - just stop by the modNS Community Forums. <img src="style_emoticons/<#EMO_DIR#>/wink-fix.gif" style="vertical-align:middle" emoid=";)" border="0" alt="wink-fix.gif" />

Thinking about making it a custom server though.
