We tried Serverdoc, and it keeps crashing.
Should I use some other program?
Or should RCon and AMXX be enough?

to just restart the server?..just use rcon its easy

If properly configged ServerDoc should automatically restart your Win32 server if it crashes.

I am a fan of firedeamon and the "rcon quit" command
Benefits of firedeamon is that you can run your servers without fully loading windows. Save some of that memeory/cpu
