It's a sandbox mod. You get an altered gravity gun that lets you freeze things in midair, and you can spawn any model, object or NPC in the game. What did he sell out to? AFAIK he just wanted to make cash. Selling out is when you give up your goals. He might need more money to further expand upon his goals.

To be honest why not make a quick buck off of it if you have the market. Although it is probably the most pointless game/modification you can buy considering it's a gimmick and not really a full modification, hence the really cheap price in which Garry will get around $2 per unit sold.

SDK source includes no engine code. None of the "inner workings" of the game are revealed, just the stuff on the outside that defines game entities and rules. All an SDK user gets is a few callbacks to use <i>some</i> of the engine functionality.
For example, the quality of the portal gun would be difficult, if not impossible to reproduce without the engine code. You can make a copy of it, but it would be jerky, and you probably wouldn't be able to get it to work just right.
Gmod is an outstanding modification. By no means is it 'partial' or 'incomplete'
Garry Newman has essentially opened up game/object/level editing and development to the thousands of creative users who aren't nearly as skilled in source-code programming or level design as others.
Gmod is an outlet for creative expression, and a very powerful (but mostly fun) development tool.
Gmod 10 adds a lot more functionality - it's much more streamlined, adds many new features, and most importantly, is entirely re-written in LUA making it highly customizable and distributable. You can make your own mod, in-game, and distribute it almost instantly to anyone who connects to your server (or any server running the mod script) - just check out the video of a 'missile command' mod made with GMOD on youtube. And don't worry, LUA file downloads are automated and highly limited so you don't get spammed by potential security threats unless you're sure about it.
As far as pricing... This guy has put a ridiculous amount of hours into creating the mod. It's a service rendered to those in the market to purchase. I'm sure the money he's making wouldnt even come close to minimum wage for the amount of man hours he's put into the work. And if it does, good for him! Capitalism wins, and so the consumers do too.
AND, if that wasn't enough, the GMOD 9 version is still available, fully functional (and nearly as fun), for FREE.
