Nexus was more than just an idea; programmers like XP-Cagey had written plenty of code & there has always been a strict policy on who gets to learn what it is/could be capable of.
For example: I haven't been told what it is, but it may have been described to serious investors willing to sign an NDA to hear about UWE's future plans before actually giving money.
Higher-ups have touched on the subject before in audio & text interviews. It's a wee bit late at night for me to go digging around the net for those, but if anyone would like to link to one & quote the relevant section, it may help people unfamiliar with the BUS (a.k.a. Nexus).

Seriously, let us start drooling over it now. This whole "Well it's going to be entirely gamechanging, but no information now!" shtick is old and irritating.
Anyway, I assume it was some sort of skill matching system or something, a feature which makes Halo 2 more enjoyable to play. Perhaps it was too ambitious.
