I don't play often as a marine because the marines team is always plenty and there are about 5 or more marines than aliens ( I though the new patch would work, but it doesn't ).
How do I get a welder ? I've seen it sometimes when I'm at the base but i don't know how to get it. Do I have to ask the commander ?
What are welders for ? Repairing ? Can they be used to attack ?

you use them for repairing buildings and armor, and you can use it to remove some obstacles (you can locate them by the yellow mark showing a flame thingi) you can also use them to remove web createde by gorg.

I've found them to be a speedy replacement for the knife when you're trying to conserve ammo while attacking a building. They do wonders on resource towers for example, or other structures that don't fight back.
Not only can they remove obstacles but they can create some, I've seen some areas where you can close vents with them. Besides obstacles just blocking your movement, I've seen some areas, like in ns_hera for example, where you have to weld open the box for a switch to open/close a blast door.
For attacking, it's possible, but if you're not looking for a cheap laugh I'd say keep to ranged weapons. It's definately better than the knife by far in my experience, so if you've got no ammo it can work wonders. I once spent 1/2 a minute chasing down a fleeing gorge and welded it to death, and spent the other half of that minute laughing.
So, total uses as stated and restated (to my knowledge unless I forgot something)::
1) Weld a soldier's armor (repairs a soldier's armor, not health, back to full), especially good for keeping heavy armor soldiers alive
2) Save ammo, or when out of ammo, use on enemy buildings if they don't fight back
3) Weld your buildings, repairs them
4) Open up some areas by welding certain obstacles into destruction (look for a yellow icon for where to weld)
5) Close up some areas by welding them shut (look for a yellow icon for where to weld)
6) Attack... as a last resort, although you should try your luck at running if the situation gets this desparate.
7) Destroy webs -- don't get stuck on 'em!
