Yea i realized that the {H|M} NS server has the worst registration in the world, so i was just wondering if there are any people here that know any commands to make my server run at its full potential.

    Try raising sys_ticrate as high it goes while still achieving a stable number. Get rid of extra plugins - it's no coincidence that common server hitreg started decreasing dramatically after Extralevels, Lerklift, Sporemines, Gorgehook, etc were added.
