No, Natural Selection 3.0Final will not work with Half-Life Source.
You need to bind a Half-Life CD-Key to your Steam account and/or download Half-Life to your computer, to the point when Half-Life is ready for Offline Mode.
I've heard of people able to get NS working through cs:cz, but dont take my word for it ... if anyone has more info on it, and could describe it to me in detail I will add it to my tutorial.

Well since you have HL:S you have the silver or gold pack from steam which both include Half-Life. So you can just double click on Half-Life to install it.
