The only reason they can run CD-Roms is because a bug in the BIOS was left in and eventually found by a couple germans. This was released as the Utopia Boot Disc.
A dreamcast cannot run DVD discs, only GD-Roms, CDs, and with a bit of modifying, CD-RWs.
