Upgraded Computer Caused More Choke

<div class="IPBDescription">Must be some setting since reinstalled..</div> Well, I finally took out Win 98 SE with this old 128mb Geforce and 512 RAMBUS ram and got Win XP, Radeon 9800 Pro, and a gig of RAMBUS ram and formatted my computer
For some reason, even though the game feels smoother a bit, but I am suddenly getting alot of choke (in double digits, lows and highs) and my fps seems to jump around from 60's to 70's with the occasional 80 at best. Running on 1024 x 768 in-game
Before, I would get almost no choke 90% of the time with my older computer, fps was about the same but a little less than it was now (ran on 800 x 600 I believe)
Any ideas on if it was a setting issue or command I should be doing? I'm planning on trying that Refresh Lock after hearing some comments, thanks =)

Also, the newer drivers for some cards make them worse for certain games (i'm running a v 40 driver for my geforce4)
So I applogize if I must ask how I may do that?
As for your choke problem make sure your connection type is set under steam>options>internet to the correct type.
Failing that post your type of internet and we might be able to help.

I can testify to that, running a GF2 on the 71 drivers and im having no end of trouble with missing textures in D3D games. Gonna either have to wait for a driver with a fix or downgrade.
Running IE with Comcast Cable
