I only tend to see it on badly admined servers, or ones where fair play is ignored in favour of the all mighty K:D.
But then, rarely do I play on such servers.
Personally I always thought the most logical fix was illusionary structures which had to be built (the same way you see an illusionary hive in hive areas).
The only time structure problem seems to be an issue is when com chairs are dropped by hives to stop onos while the team are building sieges or when they are blocking a retreating onos. I would consider both issues not fair play.
However, an electrified turret factory by a vent (e.g. on tanith) I would consider fair play
Simple solution solves the onos problem - allow the onos to jump over com chairs
Personally I feel CC blocking is as much a part of the game as spawncamping. It's annoying, but it's there.
The only structure blocking I think is stupid is blocking an onos in a place where he can't get out. Like if the CC takes up 3/4 of the doorway something is wrong. This mostly falls in the hands of the mapper though.
