I assume you are referring to a linksys router.

First, make sure that infact the game can be connected to from inside your network. Next, make sure sv_region is set in the server.cfg file. Finally, go to your router's port forwarding page and forward the following port:
-27015 (or whatever you set the dedicated to, 27015 is default)
-forward this to your computer running the dedicated server (192.168.1.xxx)
-the server will use UDP (you can enable both if you are unsure...no harm) to send information to clients

Try this, and then come back and ask any other questions. Try to be specific in what is working and what has been done so far so we can help you out as best we can.

    Good luck!

Also, let it be known that you can not use steam's internal game server browser to find your server on the list if you are behind the same router as your server. To see if it shows up on the outside try checking gametiger.com's server browser list. It takes about 5-10 minutes for each update so be patient.

For me, I found that you can find a listen server on the list by setting sv_lan to 0 and then doing a heartbeat command. When I run dedicated servers I see them on the list too, so I must have a special (or magical) router <!--emo&???--><img src='http://www.unknownworlds.com/forums/html/emoticons/confused-fix.gif' border='0' style='vertical-align:middle' alt='confused-fix.gif' /><!--endemo-->
