Shouldn't the hosts decide on extra wolves and/or special roles? Because some special roles would definitely be hard to fit into some storylines. No seriously, until and unless we start running more than one game at a time (which is a distinct possibility) I don't really see the point to a council. We can just decide the rules to the game in the pre-game and/or sign-up thread. Or in the postgame thread for the previous game.
We need a council just so that whenever a problem crops up, most people on the council mutter "this cannot be!" The chairman would give the person who brings the problem to the fore a frosty look and tell him that's <i>quite enough</i>.

You know, I just had an idea for a TWG. It would be the same roles, possibly with more people involved. The backstory would involve something like zombies.
Anyway, the play is exactly the same, except that two people are killed every night. One is killed by the "wolves". The other is killed by a mob of zombies. And how do we determine who the mob kills? Why, by asking the mob!
People on the forum could PM the host a vote on who in the game they want killed. Whoever got the majority would be killed. But anyone (with a certain number of posts or greater, just so people don't make multiple accounts) could vote.
mouse, if it was speech made to manipulate then it should also be designed not to seem that way. And why would you attempt to manipulate people like that as a human. Best case as a human is to be honest except to protect known humans and human roles.

People outside the game are going to miss all the stuff that goes on in IRC, and zombie kills would be random - you couldn't determine motive from them, which you can with lynch/wolf ones. While chance will always play a big part (especially at the beginning), it shouldn't be the biggest one.
Random deaths also speed the game up a lot, which again, fudges with the gameplay. You'd have to increase number of humies to make it fairer.
