Extreme Lags On Some Servers

Well my problem is that I'm getting extreme lags sometimes when I play. This is only going to happen, when there are some jetpacks around or big battles with many structures.
I gonna show you my hardware so you can get to know what I have. I will continue with telling my problem after that:
os: Windows XP Professional (5.1 - 2600) ::
cpu: AMD Athlon XP 2600+ (1912MHz) ::
mem: 199/512MB (38.87%) ::
gfx: NVIDIA GeForce FX 5700 Ultra (1024x768 32bit 75Hz)
inet connection: ISDN 64 kb/s
my ingame settings are:
cl_rate 7500
cl_cmdrate 30
cl_updaterate 25
I don't know what to do. It happens sometimes in combat mode (I don't play combat that much, I hate it..) or on regular NS maps when there are a few jetpacks fighting against offense chambers or 3 fades and one onos.
I don't know the source of this so I might thought you can help me. My standard ping on the servers is between 69 and 100. When I play on servers outside of germany the ping is between 98 and 120.
And the ping is going up high to 300,600,800,1200,1500 and then going down again when the jetpacks are gone or something else happened. This also happens to me on german servers. I don't quiet know why. Can you help me?
