How do I take away the limit on FPS? I can't remember the variable, and I can't seem to find it anywhere either.

there is the command "fps_max" that sets the client's highest frame rate.. setting it to "100" makes most people happy...

Also use the cl_showfps 1 command to see current fps.

I'd love to know how to do that. Video card settings, right? Not sure, though.

    is developer 1 needed?

edit: Even doing that, my FPS is stuck at 60. It's a brand new GeForce 6600 256 MB, and it can't get above 60 fps at 640 x 480 even.
(I tested it that low to see if it was the card or if the commands were just not working...)

Yeah... It should definitely have over 60 at that resolution.

turn v-sync off from advanced settings of your graphic card... or increase (override) the refresh rate; if your monitor can handle higher refresh rates at that resolution...

developer 1 is not needed. fps_max >100 is pointless. If you're capped at 60, your monitor resfresh rate is probably at 60 Hz. Either up it to 100 or turn off vsync.

Fps above 100 still affects firing speed of weapons and # of actions per second aka speed gained while strafe jumping.
