In a league people moaned and bitched about Mp_consitancy 1 that they had muzzle flashes forced back on again and to reinstall NS because of all the "modding" they did to it.
Removing the fire animation is not exploiting except for skulk (since its the only model that blocks view), and removing the muzzleflash is exploiting also. Just decompile the model, goto $sequence 'fire1' 'fire1' fps 30 " { event 5001 "20" } in the .qc file and make the fps 0
