Cs:s "graphical Lag"

Please help?!
Okay, so I've already asked some of the people on the Steampowered forums about this, and it turns out most of them are only capable of saying "update your drivers," but I'm having a rather serious problem that prevents me from playing any CS:S and is rather annoying in HL2. Anyways, I used to run CS:S find on every map, usually never dropping below 60fps, but after the Decemeber 2nd update I've been getting this weird framerate issue. It'll always be stable and invariable - 85 when there are no problems (I use vsync), 42 in some places, and 30 in others. It's always those framerates. Sometimes the framerate just spazzes out and flips around so quickly that I can't read the numbers, creating a sort of "video lag." In HL 2 it simply made water and glass make my rig go slow slow slow. I know I'm not the only one having this problem as there are many others on the Steam forums who have the same exact issue, but I've tried everything without effect. Defragging, shutting off unneeded services, closing background apps, virus checks, spyware/malware checks, reinstalling Steam, getting the latest drivers, everything. Still, the problem remains. These are some of my specs:

Athlon 64 FX-53
X800 Pro VIVO running 4.12 Catalysts
1024MB PC3200 DDR400 RAM
A8v Deluxe mobo

And what I'm running CS:S at. I know for a fact that my computer should be able to handle it, and it did until that damn patch. I have already tried lowering graphics settings and resolution, but there was a difference of only about 5 fps between lowest and highest settings.

1600x1200@85 All settings maxed.

If anyone knows what causes this problem, or how to fix it, I'd greatly appreciate an answer as I can't really enjoy any Source engine games until I fix the problem.

Wow thats odd, the only thing I can sugest is to try different
resolutions and see how much the FPS differs/spikes at those
different screen sizes. Start at 1024*768 and work your way up.

Although with your system specs you shouldn't have to alter
anything to play the game smoothly.

You could also try OmegaDrivers. They're easy to install and come
with an extremely good uninstaller. The only reason I stop using
them myself was because the OpenGL .dll swapper was removed.
(Which I used alot for XSI work as XSI seems to love the old OpenGL stuff)

Good luck - let us know how you get on.

EDIT: Leaderz0rz beat me to the OmegaDrivers stuff

Thanks for the advice, and no I'm not having problems with any other games. Doom 3 actually runs better now that I've gotten some motivation to clean up my system, Joint Ops is fine, no problems anywhere else.

    I'll try the Omegas.

This probably wont help in your case, but setting cl_smooth to 0 solved a number of issues in CS:S for me. It runs so much smoother (Ironic, I know) without it on.

You should definitely be able to run it on max settings with no problem. All I can suggest is a reinstall of CS:S/HL2, uninstall programs (like you said), defrag, check for weird processes running, and scan with Ad-aware/AVG.
