Sounds sorta like every fps involving an installation that requires a security detail.

You better be! Being undercritical, or even adequately critical is just not acceptable, and certainly not "cool".

He obviously never read the latest statement by Flayra titled
"NS, NS retail, NS: Source, NS2, etc.".
The words "too costly" should have caught the eye.
Judging from your team roster it doesn't appear you actually have ANY level designers or modellers. And a quick peek at your front page states that you need an entire roster of people to even begin work on this thing.
It seems every other week some mod comes out of the woodwork saying "We got this awesome mod, now all we need are modellers, mappers, coders and graphic artists!"
Not only that, but a complete lack of an real information or even conceptual artwork about your game gets me to thinking this game isn't going to go too far.
However prove me wrong, but all signs point to 'Yet another one of those mods'

For a NS Retail 2 years ago, yes cost may have been a factor. But for this guy, cost has nothing to do with it. Even if the HL1 engine lisence was free, the project would fail on a retail level.
Why?
Because its using an ugly 6 year old engine.
And if it takes say, 2 years, to complete this game that means you'll be using an 8 year old engine by the time the game ships. As much as we all want to go "oh yeah I buy the game for the gameplay, not the graphics", the retail market doesn't work that way. Gamers are shallow. Ugly games don't sell. And as far as liscensing technology goes, it is far more economical to liscence a newer engine because it will help you sell more copies.
/me awaits KFS to come into the thread and either confirm my statements and/or prove everyone wrong. :P

I don't try to sound like I'm damning your project. Its just that when you show up on a forum and start trying to recruit employees for your retail game (and what are you even going to pay them with?), there is a higher level of critism involved than simply someone making their own mod.

Retail games on the HL1 engine that aren't basically mods are doomed to fail. Ever heard of Nightfire? 007 game based on an upgraded version of the HL1 engine(presumably in order to leech of HL1's success; I only got it because we got to choose 3 old games to recieve for free when we got a new computer some time ago), and...bad.

If cost is a major factor then money is a factor. Here's something to mull over, moneywise:
Nobody except a complete braindead moron is going to pay more than $15-20 for something based on the Half-Life engine. And it would have to be of extraordinary quality (better than NS and CS) for you to get people to pay that much. Why would they EVER buy anything from you when they could get Far Cry or something (or even Deus Ex 2) from a bargain bin and get a graphics engine that isn't older than they can remember back?
Edit: That said, if it gets done I can't wait. A horror shooter set in a mysterious government facility sounds crazy and mold breaking. Something I'd want to try.
Downside, you have to pay for the platform SDK's.
Well, HL1/Source have the basic principles and well try <a href='http://www.thesnarkpit.com' target='_blank'>The Snarkpit</a> and you will see some astounding screenshots of DM maps sent off to Valve for the competition.
Although I think that competition, is extremely exploitive there are some good designers entering for the prize.
