Windows Steam Ui + Hlds Server

1) My HLDS Server has not been working I have tried and checked:
Port Forwarding
sv_lan
sv_region
Fully patched HLDS
Lastest NS Files
DMZ
setting -ip and +ip without any luck (my proper ip address and the dynamic forwarder from no-ip.com dont see to work)
The error message coming up when I have -ip/+ip set is "WSAEADD PORT 27015 COULD NOT BE ALLOCATED"
And without the ip parameter the server fails to appear for my friends steam and they cant manual connect either
I have a netgear router and I have a dynamic ip addy
or if it is not possible to sort it then:
2) Steam UI DS works fine for me just that if the server crashes or my friends need to restart the server then they are stuck is there a command line for Steam UI DS??? or a way of montioring the server.
