Help Me With My Fps

AMD Athlon XP 2800+
ATI Radeon 9800 Pro
1024meg DDR Ram
Now, from what I've heard other people saying, this setup ought to get me 100fps in NS with no problem at all.
Thing is, I don't <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html//emoticons/sad-fix.gif' border='0' style='vertical-align:middle' alt='sad-fix.gif' /><!--endemo-->
I get around 99 fps in an empty area standing still, around 80 while moving, and down to 60 sometimes in an area full of structures or people.
It must be a setup or config error somewhere, since people say I ought to get loads more fps with these specs. People have mentioned something about antialiasing, but I'm not sure what to do when it comes to playing around with advanced gfx card settings.
