I think it maybe perhaps because the server hasnt restarted? Servers need to restart in order to update and patch up, am I correct?

That's what I'm wondering. I realize steampowered.com says "improved", but nowhere does it say resolved. I'm still noticing it in servers, I haven't had the chance to actually test this reliably though. Can we get some confirmation from anyone? I know valve said resolved, found, etc, I know steampowered says improved, but how does this prove anything?

So there may be a lot of servers in the same situation...
It obviously has more to do with Steam than NS, so why would it?

It'd be as good as fixed in all the officialy supported mods though because they don't have insanely fast creatures.

I don't see how that could be the correct answer; WON is fully shut down now. The ONLY type of server out there should be STEAM servers.

There are 2 types of dedicated servers:
1. The one that runs on Steam, just like any game, except that it's called "Dedicated Server" and it's running with Steam, with that dark green color and has an interface. This version is auto-updated via Steam.
2. The other one is the downloadable version of HLDS that do not require Steam to work. It's available right <a href='http://www.steampowered.com/index.php?area=getsteamnow' target='_blank'>here on the Steam website</a>. This is the old HLDS that is running in a MS-Dos window. This version requires the server owner to run an update tool available with HLDS to get the latest updates and if the owner doesn't use that tool, the server will remain outdated. This is the typical version of any server hosting company.
Depending on what kind of server it is (linux/win) you could run the updater on a local machine and then transfer the updated files.
But I'm not sure if the server update tool can be used to get the files for a different platform than the one it's run on...
Well, the issue does not really pertain 'outback servers' only. Many big name server providers don't use the updater regularily, after all. Can you verify that the server <i>had</i> in fact been patched?

So when I shoot a CT in CS and the blood is a half inch behind the model on my monitor and everyone has steady 40 ping that means what?

I still get kills and aim real bad and sometimes get aim bot like aim and get no kill at all.
The hl engine is bs and to much, either luck or adapting your aim when shooting different players.
What? I would take a hack esp, just to know my opponents name, to adjust my aim properly.

Anyway, if in fact the server still had the bug then it's because they hadn't updated yet. Popularity or playercount or whatever else makes no difference. And he wasn't exploiting, if he was bugged then there's not much he can do about it.
I'm not a complete expert on the matter, but blood can appear at the location you hit him - meaning where you scored a quarter second ago, and you're now seeing confirmation of that hit. I see it alot on Fades too, but it usually seems to happen shortly after fair and square hits. Its probably always happening, but only noticeable with high transversal speeds - like a guy sidestrafing, running/blinking right past you infront of your face, circlingstrafing, that sort of thing.
